Launched in 2022, the Tamil Nadu Urban Employment Scheme (TNUES) aims to provide employment opportunities to urban households through local public works at minimum wages. With this initiative, Tamil Nadu joined Kerala, Himachal Pradesh, Rajasthan, Odisha and Jharkhand, which were implementing similar programmes, essentially extending MGNREGA to urban areas. Economists and urban development scholars have advocated these programmes, especially post the COVID-19 pandemic, as an important social safety net for the livelihood security of urban informal workers. In Tamil Nadu and other states, such schemes highlight the need and demand for social security measures. Implementation through urban local bodies This article delves into the implementation of…

Public open spaces in Indian cities are scarce, falling below the WHO (World Health Organisation) standard of 9 sq.m. per person. Traditionally, Indian streets have served as multifunctional spaces, accommodating various users and activities, and playing a vital role in daily life. For example, Marine Drive in Mumbai is a popular spot for joggers and fitness enthusiasts in the early mornings and transforms into a social hub during evenings where people gather to relax, watch the sunset, and enjoy street food.  While urban planning has historically looked at streets merely as routes for mobility, the Smart Cities Mission has shifted…

As India experiences economic growth, the accompanying rise in motorisation and vehicular traffic brings a heightened risk of road crash injuries and fatalities. With two-wheelers dominating Indian roads (these comprise 75% of all registered vehicles), the safety of their riders, particularly children, becomes paramount. Road crashes often stem from non-compliance with traffic rules, inadequate infrastructure, and lack of safety gear, with helmets being a critical yet frequently overlooked safety aspect. In Tamil Nadu, two-wheelers accounted for the highest fatalities (44.22%) in 2023. Around 29.9% of these fatalities were attributed to non-compliance with helmet usage. According to the World Health Organization…

As one travels along the sandy stretch from Neelangarai to Uthandi parallel to the East Coast Road in the Chennai suburbs, beaches and fishing villages seem more expansive compared to their urban counterparts. They are less crowded, and as you proceed further down the stretch, the prevalence of commercial activities diminishes. Sand dunes, or large curved mounds formed by loose sand, appear. As you move away from the city, they get so big that you might not be able to see the adjoining villages that exist right behind them. Dunes existed in the city centre, till as far back as…

The general election to elect the 18th Lok Sabha has just been concluded in the country. In electoral politics, public speeches, meetings, rallies, road shows and manifestos form an integral part of any political party’s campaign to convince and lure voters to elect them. Over the past few months, too, hundreds and thousands of such activities were organised by all parties in these elections. Sadly, environment got the short shrift in all of this. Four hundred and twenty people continue to lose their lives on Indian roads every single day. In 2022, India recorded 4.43 lakh road crashes, resulting in the death of 1.63 lakh people. Vulnerable road-users like pedestrians, bicyclists and two-wheelers riders comprised 67% of the deceased. Road crashes also pose an economic burden, costing the exchequer 3.14% of India’s GDP annually.  These figures underscore the urgent need for effective interventions, aligned with global good practices. Sweden's Vision Zero road safety policy, adopted in 1997, focussed on modifying infrastructure to protect road users from unacceptable levels of risk and led to a…

Chennai received one of its worst rains in the last 80 years in December 2023*, and we should not be surprised if the city is primed to break more such records in the future for the worse. The scenes of boats out on the streets, families stranded on rooftops, and news media outlets asking what happened to all the funds sanctioned for building stormwater drains are painfully familiar for Chennai come monsoon-cyclones season. Since 2015, this ‘water-stressed’ city has endured brutal cycles of extreme rainfall and destructive flooding, most recently from Cyclone Michaung. The 2015 deluge saw nearly 50 cm…

As a teenager residing in Chennai, I observed a noticeable difference in the level of concern for safety between boys my age and myself, when in parks or outdoor spaces. While boys could play freely without feeling threatened, my own experiences were quite different. I would often be approached by unfamiliar men asking invasive questions, making me conscious of my vulnerability. This seems to be a shared experience among girls, not only confined to parks but extending to various public spaces. It brings to light a gender disparity in outdoor experiences, emphasising the need to establish a more inclusive and…
