To fix its waste crisis, Bengaluru first needs a ward-level land audit

Bengaluru generates tonnes of waste daily with little space to process it. A ward-level land audit can map space to build local units.

When Lokayukta officials conducted a surprise inspection of Gottigere, Anjanapura, and JP Nagar 9th Phase in early April 2026, they found what residents of these neighbourhoods already knew: large heaps of uncollected garbage piled along roadsides, a city generating 5,000–6,000 tonnes of solid waste every day and visibly failing to manage it. Lokayukta Justice BS Patil summoned the Chief Operating Officer and senior officials of Bengaluru Solid Waste Management Limited (BSWML), directed them to appear for a hearing, and asked for a detailed report on the lapses and remedial measures.

It is a familiar script. Inspection. Summons. Report. Repeat.

Howoever, the rarely asked, unanswered question making every remedial plan unworkable is: where, exactly, in each of Bengaluru’s 369 wards, will wet waste be processed?

The land problem nobody talks about

The Solid Waste Management Rules 2026, which came into force on April 1, 2026, are unambiguous: organic waste constituting 55–60% of Bengaluru’s daily waste stream may not be transported to landfills. Instead, it must be processed close to the point of generation. Over 200 decentralised units already operate in Bengaluru but are clustered in organised, wealthier wards. In contrast, the wards where the Lokayukta found heaps are precisely where infrastructure is absent — not for lack of technology or funding, but for lack of identified land.

A GBA ward averages just two square kilometres, about the size of 10 city blocks. That is close enough for residents to walk to a neighbourhood processing unit. However, this also means there is very little open land to spare, and what exists must be identified deliberately, ward by ward, before any processing infrastructure can be built. A ward-level site identification audit across all wards, following a structured five-stage process, is the mechanism that makes this possible. 

What the audit must cover

The Karnataka Municipalities SWM Model Bye-laws 2019 impose a clear obligation on urban local bodies (ULBs) to  

  • (1) set up small-scale composting or biomethanation plants in public parks, playgrounds, markets, and large vacant lands and
  • (2) create a Ward Micro Plan in consultation with the Ward Committee, covering infrastructure and logistics for waste management in every ward. What the bye-laws do not prescribe is how land for these facilities is to be found. There is no audit methodology, no timeline, no identification process.

This gap has a history. In 2010–11, the Solid Waste Management Round Table (SWMRT) approached the Lok Adalat over BBMP’s failure to address garbage pile-ups, resulting in a directive to establish Dry Waste Collection Centres across all 198 wards. Progress remained slow, and the Mandur landfill only closed in 2014 after sustained village protests, KSPCB action and High Court proceedings.

The pattern is consistent: BBMP acts on waste governance only under external legal compulsion, and the absence of a prescribed land identification method in the bye-laws has been a standing excuse. The site audit will help actualise the obligations on ULBs put forth by the bye-laws.

Before any field visit, each of the 369 wards must be profiled based on estimated daily waste volumes, organic fraction percentage, number and location of bulk generators, existing processing assets, road widths, and ward typology — core urban, planned residential, mixed commercial, or peri-urban. This determines the scale of infrastructure required before a single site is visited, ensuring that the subsequent land search is calibrated to actual need rather than uniform assumptions.

This stage must also confront the governance reality. Until elected ward committees are constituted – as the Supreme Court has directed – ward profiling must be driven by GBA/BBMP administrators, with the Lokayukta holding each accountable.

Stage 2 — Multi-agency land inventory: Making invisible land visible

The audit’s central insight is that the GBA corporations are not the only landowners within ward boundaries. The land inventory must canvass every public agency operating in each ward: GBA parks and open spaces, parking sheds and vehicle yards, municipal markets, government school compounds, BWSSB pump station buffers, BESCOM substation perimeters, ward office compounds, and undeveloped or encroached civic amenity sites.

An underutilised parking shed in Seshadripuram was converted into a functioning DWCC. Building bye-laws require 10% of residential development land for parks and civic amenities. For instance, many parks have peripheral corners and horticulture sheds that can co-host OWC machines. Government school compounds are closed on weekends; a composting enclosure in a corner, processing canteen waste, needs only 50–100 sq m.

Markets, which are the single largest generators of wet organic waste in any ward, have rear yards and loading docks that are natural composting nodes. This stage requires BWSSB, BESCOM, the Education Department, BDA, and the Revenue Department to share their ward-level land records with the audit team. Only a Lokayukta direction can open these records simultaneously across all agencies.

Stage 3 — Field assessment: The 100-point site scoring matrix

Every candidate site identified must be physically inspected and scored against a standardised 100-point Site Assessment Matrix across six dimensions: available area, odour buffer distance from the nearest residential window, road access for collection vehicles, drainage and leachate management provision, utility connections, and clarity of land ownership. The matrix makes site selection transparent and auditable, replacing the current pattern where infrastructure is placed where it is politically convenient rather than technically sound.

Technology is also matched from site to site, not assigned uniformly. A 30 sq.m. covered corner can host an OWC machine processing 100–300 kg per day. Meanwhile, a 500 sq.m. open area near a market can host a community composting pad handling up to 5 tonnes per day. Also, a 1,000+ sq.m. parcel, where it exists, can support a modular biomethanation unit serving multiple wards and producing biogas for civic kitchens or compressed biogas for sale. The audit doesn’t search for one type of site; it builds a tiered portfolio of sites matched to ward-specific waste volumes and spatial realities.

Stage 4 — Citizens’ Audit: Community validation with NGOs

Every shortlisted site must pass a Citizens’ Audit: a structured community validation process conducted with the participation of registered NGOs, resident welfare associations, and ward-level waste worker organisations such as Hasiru Dala.

The Citizens’ Audit must include a public ward meeting with 14 days’ notice, a structured feedback mechanism for residents to raise objections, and a mandatory Ward Committee resolution (or, until elected committees exist, a Corporation Administrator sign-off) before any site is finalised.

NGOs bring two capacities government teams lack: community trust and knowledge of informal land use that does not appear in official records. A site scoring well on paper may be an informal play area or vendor settlement that a Hasiru Dala ward volunteer would immediately flag. So, this converts potential opposition into co-ownership. Moreover, sites rejected at consultation are not abandoned; the next-ranked alternative is brought forward.

Stage 5 — The Ward Site Register: A proposed public land bank

The audit’s output is a Ward Site Register, a GIS-mapped database of every validated site across 369 wards, with 17 data fields per entry covering ownership, usable area, score breakdown, recommended technology tier, civil works required, estimated civil works cost, and community validation outcome.

No dedicated open data portal for SWM assets currently exists in Bengaluru. The GBA GIS Viewer (bbmp.gov.in/gisviewer) provides public access to ward boundaries and civic geography; the independent OpenCity platform (data.opencity.in) hosts ward delimitation maps and stormwater data for public use. Our proposal recommends the Ward Site Register be added to the GBA GIS Viewer as a new publicly accessible SWM land layer — updatable in real time as sites are validated or contested.

What the overall audit and the proposed budget could look like:

  • Total budget: ₹72–109 lakh (< 0.15% of the ₹590 crore SWM annual budget)
  • Timeline: 22 weeks across 369 wards (across five zones)

Cost breakdown

  • Mobile tools and technical review: ₹10–16 lakh
  • Field deployment (5 zones): ₹40–60 lakh
  • Ward consultations (369 wards): ₹12–18 lakh
  • GIS and satellite mapping: ₹10–15 lakh

The critical safeguard the Lokayukta must enforce: no BSWML ward-level SWM tender should be issued until an approved site is confirmed in the register for that ward. The current pattern — contracts awarded without identified sites, wet waste collected and stockpiled because nowhere exists to process it — is precisely what produced the roadside heaps that triggered the April 2026 inspection.

Bengaluru’s waste crisis is not primarily a collection failure. It is a processing failure. And the processing failure is, at its root, a land identification failure. The six-stage audit is the fix that makes every other fix possible.
