The Urban Development Department published the draft Greater Bengaluru Authority (Parking) Rules, 2026 on August 11 and opened it up to the public to give suggestions and file objections. This draft is the legal framework meant to strengthen Bengaluru’s Parking Policy 2.0, introduced by the Directorate of Urban Land Transport in Feb 2021.
When the parking policy was first brought in, the idea was to discourage the use personal vehicles and free up road space to ensure better mobility. However, the draft rules mostly focus on creating paid on-street parking zones, off-street parking on corporation land, leasing vacant private plots to run commercial parking and prohibiting parking on major roads. It also proposes paid residential permits (from ₹15,000 upto ₹25,000) for those parking in front of their homes. So, the focus is more on parking supply rather than on public transport integration or better walkability.
Managing parking has always been a challenge in Bengaluru. The city has close to 1.5 crore vehicles and thousands of new ones are registered daily. So for every new parking spot created, there will be a new vehicle ready to occupy it. In a city with traffic-choked streets and serious space constraints, what should parking rules really prioritise?
In a panel discussion with Citizen Matters, urban planner and co-founder of Sensing Local, Sobia Rafiq and urban mobility expert Satya Arikutharam talk about the focus of the rules on revenue generation while failing to prioritise proper parking management. The experts suggested starting a public consultation process to gather feedback and create more localised and sustainable plans.
