Twenty six years ago, on 1st June 1993, the 74th Constitutional Amendment or Nagarapalika Act was effected to give “power to the people” in urban governance. Under the 74th CA, ward committees had to be set up in all municipal corporations with population over three lakh, to ensure decentralisation, citizen participation and accountability. In the municipal corporations of Karnataka, elected representatives have posed total resistance to the setting up and functioning of ward committees. In Bengaluru, with constant pressure from citizens, more than 50 percent of wards now have ward committee meetings, though infrequently. But how are these meetings being held?…

Many stakeholders have been involved in the introduction of bus priority lanes in Bengaluru - BMTC, BBMP, DULT, Bengaluru City Police, among others. The project also put the advantages of public transport at the centre of public discourse once again. However, an important aspect that plays on our mind about public transport is our personal safety. Women especially, are always at the bottom of the ladder when it comes to safety. We sat down for a chat with Bhaskar Rao, Commissioner of Police, Bengaluru city, on measures to improve safety in public transport. In his candid style, Rao spoke at…
Read moreRains don't fill up "rejuvenated" lakes Though BBMP (Bruhat Bengaluru Mahanagara Palike) has restored as many as 75 out of the 150 lakes under its purview, most of these remain dry in spite of heavy rains. BBMP officials admitted that lakes cannot depend solely on rainwater. Sewage inflow coupled with the absence of sewage treatment plants (STPs) in the rejuvenated lakes, garbage dumping in the lake bed etc have led to further deterioration of lakes. BBMP officials said that lack of coordination among government agencies and paucity of funds also hampered rejuvenation efforts. Most rejuvenated lakes are now dry except…

Read moreIt has been a season of ideas - some new, some old - for decongesting Bengaluru roads. The #Cycletowork Fridays was the most recent one. Of course the most talked about idea was the bus priority lane announced by the government in an effort to popularise public transport. The fulcrum here was time-saving for road users - we give you dedicated space so you are not stuck in traffic for hours or have to deal with driving stress. However there is another important element that needs to be worked on, to make public transport more attractive - cost. BMTC fares…
Read moreThe High Court’s recent decision to give ‘itself’ a seven-storey annexe building in Cubbon Park has not gone down well with heritage and environment activists in the city. In an online petition on Change.org, the activists have pleaded to the High Court to revisit its decision and to conserve the lung space of Bengalureans. The petition, started two days ago, has already garnered over 4300 signatures. In a writ petition filed in 2014, High Court Registrar Rajendra Badamikar had sought the court's permission to demolish the Old Election Commissioner's Office in the park, and to build an annexe to the…
Read moreYesterday, BBMP Special Commissioner Randeep Dev said on Twitter, that all engineers have been instructed to strictly comply with the methodology for filling potholes. BBMP had specified the nine-step methodology for filling potholes last December, following High Court's orders in PIL No 42927/2015. Dev said that BBMP is also insisting on geo-tagged photos of potholes before and after patching, to ensure transparency and accountability. According to Dev, following is the methodology for pothole patching/repair that BBMP engineers have to adhere to. Step 1: Place traffic control devices Place traffic cones, flags, flagman to guide and control the traffic movement Step…
Read moreAccording to the Bengaluru Traffic Police, an average of four vehicle-caused accidents occur in the city every day. An alarming 20 percent of these are fatal. These happen for several reasons - pedestrians crossing wide junctions where there's little coordination, driver belligerence, and disregard of traffic rules. People with disabilities and the elderly are left at an unimaginable disadvantage, with only a few seconds to cross the road. The obvious question here is - what about the skywalks? Skywalks exist for the sole purpose of pedestrian safety, but are rarely used. For the average Bengalurean to incorporate skywalks in their…

Read moreThe #CycleToWork programme launched last year has made tremendous strides in catalysing commute in Bengaluru. The cycleto.work platform allows 'Bicycle Ambassadors' nominated in each company to take leadership to upscale cycle commute in their company. More than half the companies that clock rides on the #CycleToWork platform are situated in the IT belt. So it was just a matter of time before the ambassadors wheeled up to make a statement. Yesterday, we kicked off '#CycleToWork Fridays' as a critical mass event for bicycle commuters, under the leadership of Shilpi Sahu, Sameer Shisodia and Chidambaram Subramanian. The event was held on…
