Delhi Chief Minister Arvind Kejriwal launched the month with a "visual" move. He read out and defiantly tore a report sent by Lieutenant-Governor Anil Baijal on the installation of closed-circuit television (CCTV) surveillance camera systems in the capital. Widening of Sarjapur Road was put on hold because of the delay in land acquisition, and people refusing to take Transferable Development Rights (TDR) as an alternative to money for their land. The problem here lies in the Karnataka Town and Country Planning (Benefits of Development Rights) Rules, 2016. This year, the government announced an increase in the Minimum Support Prices (MSP) for farmers, those national benefactors who are mostly forgotten. The MSP for 14 crops sown in the summer was increased. The price of paddy was hiked by 13 per cent to Rs 200 per quintal, the most important crop, while the MSP for cotton saw a hike of 28 per cent.
