The citizenry of Bengaluru responded back with record of sorts, filing a total of 13,228 complaints. Just a day before, the tally stood at 8,869 objections. Regular residents poured over the complex documents to point errors - factual and logical. The controversial Revised Master Plan 2031 has been in…

Bengaluru is awaiting the release of Mater Plan 2031 (RMP 2031), after the draft master plan was closed to comments in January 2018. Many articles in the print media have discussed the highlights of the plan’s proposals related to transportation, housing, zonal regulations and other aspects, and provided a critique of the development strategies of the plan from various perspectives. Civil society groups and the media have made efforts to help citizens grapple with the complex contents of the plan, with the intent of explaining how to read and understand the plan in a bite-sized manner, and comment on it…

Activists and citizens in Bengaluru are incensed that the government just dissolved the Karnataka Lake Conservation and Development Authority (KLCDA) without even a discussion in the assembly, on March 1, 2018. The Legislative Assembly quietly passed the Tank Development Act when the members were not even present in full strength. It came as a surprise, nay shock, that the lakes needed to be handed over to the Minor Irrigation Department (MID), rather than the environment ministry, which it is intended for. The act is expected to come into effect in the next three months. A KLCDA official says that he…

In a conversation with a colleague on the draft Revised Master Plan 2031, I was told that councilors of the BBMP (of the 198, less than thirty sat in on a presentation on the Draft RMP 2031) are convinced that the Master Plan is not a workable plan. When probed further, I was told that many councilors brought up issues that are technically not the concern/ mandate of the Master Plan. While the Bangalore Development Authority (BDA) recently published the Draft Revised Master Plan for Bengaluru, civil society groups from the city have filed Writ Petitions in the High Court of Karnataka challenging the constitutional authority of the BDA to prepare the Master Plan. They have argued that it is the constitutionally mandated Metropolitan Planning Committee (MPC) that should prepare the Master Plan and not the BDA. As the High Court of Karnataka adjudicates whether the BDA or the MPC should have the power to make the Master Plan, this CLPR briefing note authored by Sudhir Krishnaswamy and Mathew Idiculla examines…

The Bengaluru Master Plan for 2031 promises to equip the city to deal with the challenges that will come its way by 2031 - principally more people, causing more demand for living space and transport. There are plans for development of new mass transport options like LRT (Light Rail Transit), BRT (Bus Rapid Transit) and Monorail along several major corridors alongside road and junction improvements.  But in this article, I want to step back from the issues concerning the city at large, and focus on the impact of the master plan on my own area of J.P. Nagar. The strange…

Growing up in this beautiful city of gardens and lakes, one does wonder what happened to it over the past two decades. Any plans for the city’s future should carve a path of opportunities towards preserving what already works well, adding progressive and sustainable changes and allow the continuum of livability. The past couple of city development plans have been regressive and have lead this city towards a path of decay. This write up is a citizen’s analysis of what is proposed for a neighborhood (Planning District 07) in RMP 2031. Let’s start with some numbers. Land Use Planning District…

The Revised Master Plan 2031 of Bengaluru Development Authority (BDA) which reflects the BDA’s vision of the growth of Bangalore over the next 15 years was open for public comments recently. At the outset, when one examines the overall ELU (Existing Land Use) and PLU (Proposed Land Use), there doesn’t seem to be any errors. The errors become evident when one examines the LU (Land Use) classification for each of the 42 PDs (Proposed District). First, the ELU areas of PDs does not add up to the total ELU mentioned for Industry, Unclassified, Transport, Vacant and Agriculture Land Uses. The…
