In a desperate bid to provide a playground for more than 700 children living in L&T South City, residents of the apartment complex in Mico-Arakere Layout on 19th March hired a bulldozer to level a part of the 5.5 acre land that was meant to be developed as a playground. Seven years after BDA laid out the first plan of Phase I of PRR (Peripheral Ring Road), the project is nowhere close to taking off, due to land acquisition issues. After many changes in length, alignment and cost made over the years, BDA - the executing agency for the project - gave the final alignment in 2007. BDA is considering building a new public road on the periphery of L&T South City apartment complex instead of opening up the road within the complex. Apartment residents are breathing a sigh of relief. Five private layouts that were approved by the BDA in Bangalore East, Sheegehalli panchayat near Whitefield, are in a quandary on whom to collect Khatas from. The layouts do not fall under BBMP limits and both panchayat and BDA insist that they have the right to collect taxes from the residents. If you are living in gated community - be it apartments or a layout with independent homes- did you know that your builder would have had to relinquish the parks (you paid for) to get the layout plan sanctioned?  Bengaluru's townplanning rulebook says apartment complexes with an area more that 20,000 square metres must relinquish parks to public. Likewise layouts - whether ‘gated' or not - have to relinquish parks to the public too. Residents of the apartment complex L&T South City in Puttenahalli, south Bengaluru,  have got a stay on BDA auctioning the Civic Amenity (CA) site in their complex. The stay order came on November 11. The residents had filed a writ petition in the High Court after the BDA put up a notice on the 2-acre CA site on October 15 inviting tenders to build a shopping complex. On September 7th 2010,  the Bangalore Mirror reported BDA Commissioner Bharat Lal Meena as saying that gated communities are illegal. Meena was reported saying every layout is required to earmark space for parks, roads and areas of common use. The state government is doing a rethink on the Transfer of Development rights (TDR) scheme and announced a panel last week to be led by ABIDE-member Dr A Ravindra, according to the DNA. A public workshop is also going to held soon. This follows much citizen angst and resentment about roadwidening and BBMP's offering of TDR as compensation.
