The much awaited final report on Restructuring BBMP has been submitted to the government. The recommendations of the Committee which range from a three-tier system of governance to restructuring Bengaluru into five corporations to establishment of Greater Bengaluru Financial Commission and extension of Mayor’s term to five years, have been appreciated as well as criticised. The BBMP Restructuring Committee, in its final report, has recommended the splitting of BBMP into five corporations and integrating them under an umbrella institution called the Greater Bengaluru Authority. The Committee has also advocated for introducing a three-tier system in Bengaluru for efficient governance. Uncertainty surrounding the BBMP election seems to have ended, with the Supreme Court on Tuesday ordering the Karnataka government to conduct the polls within three months. In a turn of events, senior advocate Kapil Sibal who represented the Karnataka government submitted before the Apex Court that the government will hold the BBMP polls within three months. The Karnataka State cabinet accepted the interim report of BBMP Restructuring Committee, with an in-principle decision to divide Bengaluru into three municipalities. The Committee which has come up with plans on how to restructure Bengaluru City felt that dividing is the best way to rule this city, and suggested that there could be a structure of five to eight municipalities. The Bruhat Bangalore Mahanagara Palike (BBMP) passed a resolution in its Council meeting on Wednesday, January 28th, 2015, demanding that the State government extend the term of the Council for six more months, if at all the Karnataka government has plans to postpone the BBMP election. The Committee for Restructuring BBMP has released a preliminary report and sought more time to complete the work given to it. The report was released on Tuesday, December 23rd 2014. The report promises more involvement for citizens. It says that a website is under construction and will be an important vehicle to disseminate the committee’s activities and get feedback from stakeholders, particularly citizens.
