Dr N Sivaprasad, Chittoor: Good in theatrics, poor in attendance

Zero debates, less than average attendance and fewer questions: theatre artist-turned-Member of Parliament from Chittoor constituency in AP, Dr N Sivaprasad could have done better.

A second time MP, Dr Naramalli Sivaprasad is a versatile personality. A theatre-artist, actor, film producer and two-time MP from the Chittoor Constituency, Sivaprasad is known for dressing up as various characters in Parliament to draw attention to issues.

Dressed on various occasions as characters as diverse as Adolf Hitler, Chatrapathi Shivaji and MG Ramachandran, the MP staged protests demanding special packages for Andhra Pradesh. While his appearances as a theatre artist have hogged headlines, his recorded attendance and engagement as Member of Parliament on the floor of the House leave much to be desired. 

In the 2014 elections, Sivaprasad of Telugu Desam Party defeated G Samanyakiran of YSR Congress party by over 44,138 votes.

MP Performance

In many television interviews, MP Sivaprasad portrayed himself as an active political worker, who is determined to ensure special status for Andhra Pradesh. But his performance in Parliament has not been impressive, as he asked fewer questions than his counterparts and attendance was much lower than the state average.

He recorded zero attendance during the monsoon session 2015. During winter sessions of 2014 and 2016, his attendance stands at 5 percent and 14 percent respectively, taking his overall attendance to 45 percent.

He did not take part in any debates during the five years of his tenure.

MP in news

He is among the very few MPs from Andhra Pradesh who has been reported widely by the mainstream media. However, most of the media mentions were about his dramatic protests that includes donning various characters. He was recently in the news for dressing up as former Tamil Nadu Chief Minister MG Ramachandran to demand a special status for Andhra Pradesh.

In August 2018, he turned up as Adolf Hitler for the monsoon session of the parliament. His quirky costumes have always been in the media’s spotlight. He was badly trolled on Twitter for playing the role of a school boy, wearing trousers and a school bag. He has earlier dressed up as a magician, a woman, a transgender and many historical characters such as Alluri Seetha Rama Raju and Chattrapati Shivaji over the issue of special status for Andhra Pradesh. He has passed remarks on Prime Minister Narendra Modi and the BJP government. “Modi is a bad boy of the class,” he had said, when he donned the school boy’s getup. 

Dr Sivaprasad was in the midst of a controversy for allegedly using inappropriate words about PM Modi in June 2018. According to reports, Naramalli Sivaprasad (TDP) passed a remark in Telugu against the PM, which was objected to by Parliamentary Affairs Minister Ananth Kumar along with his other party colleagues.  Speaker Sumitra Mahajan assured the Treasury benches that she would listen to the remark and, if required, expunge it, reported The Economic Times.

Earlier this year (January 2019), Lok Sabha speaker Sumitra Mahajan suspended MP Sivaprasad for his unruly behaviour over the Andhra Pradesh special status issue in the House. However, the MP did not give up, as he was back in the house again, playing Khartal, a percussion instrument to reiterate on the same issue.

MPLAD funds

Dr Sivaprasad has recommended works worth Rs 5.53 crore during his five-year-old tenure. Although the Ministry of Statistics and Programme Implementation website shows that the MP has not completed any works, locals deny it.

“He has constructed bus shelters and RO plants in many parts of Chittoor. The district administration which is responsible for updating information on the website, has not done it yet,” said Hemanth Kumar, a volunteer from Chittoor People’s Action Committee (CPAC).

Hemanth Kumar has filed an RTI with the Ministry of Statistics and Programme Implementation seeking the data about the funds utilisation and the details about the completed works. The department had replied that the details are available online in the MPLADS page. “You may approach the Nodal District authority to get the updated information on works recommended, date of receipt of proposal, cost sanctioned, name of the executing agency and date of completion etc,” the department responded.
