B.PAC releases rating for 27 Bengaluru city MLAs

Ministers and MLAs had different parameters on which grading was undertaken. Eight parameters decided how each MLA performed.

Bangalore Political Action Committee (B.PAC) undertook this study focusing on the 27 Assembly constituencies and today released the rating of the MLAs.

Bangalore city in spite of being progressive city in several segments, voter turnout in the city is the lowest in the past elections. Bengaluru has voted 47.22% and 58.27% respectively during 2008 and 2013 Assembly elections.

B.PAC under it’s Election Habba initiative carried out a range of initiatives/programs.

Continuing our efforts towards keeping citizens informed and encourage them to participate in the upcoming elections, B.PAC undertook Bengaluru city MLA Rating study. Following are the details of Bengaluru city MLA Rating, 8 Rating parameters & Methodology.

Highlights from the study:

● 9 MLAs scored 75% and above
● 10 MLAs scored between 50% to 75%
● 8 MLAs scored below 50%
● Only 1 MLA has 96% attendance in Assembly Session (Dr. C.N. Ashwath Narayan)
● Total 262 Starred Questions and 3356  Unstarred Questions were asked by Bengalurucity MLA’s during 16 Assembly Sessions
● 19 MLAs had zero Criminal Cases whereas 2 MLAs had 4 Criminal Cases each 2
● 18 MLA’s have spent 95% of MLALAD fund allocated and 3 MLA’s have spent 90% to 94%.
● 3 MLAs are Post Graduates, 17 are Graduates, 2 are PUC and 5 are 10 th standard. No MLA is below 10 th standard
● All MLAs are present on Social Media such as Facebook and Twitter.

Mohandas Pai, Vice President, B.PAC while releasing the MLA rating said: “Continuing B.PAC’s commitment to take information about elected representatives closer to citizens to make informed choices, B.PAC undertook the MLA rating exercise. Now the Citizens of Bengaluru should come out and vote in large numbers on May 12 th elections and elect responsible representatives who will govern the city efficiently during the next five years”.

“This is an analysis of performance against 8 parameters based on data sets available in the public domain with weights given to each parameter based on a methodology developed by B.PAC & ICARE. The analysis aims to bring objectivity into electoral discussions and encourage voters to engage with their respective elected representatives to make an informed choice. This is not to be interpreted as a rating of integrity and quality of work undertaken by MLAs” said Mrs Revathy Ashok, Hon Managing Trustee & CEO, B.PAC.

    Surprising that Shri S Raghu MLA is at the bottom. My view we have to bring other parameters – humility, access etc where is far ahead of most of them.
    Citizen vote will be known in next few weeks.
    Most humble and easily accessible is Shri S Raghu

    Iam surprised that Shri S Raghu’s name is at the bottom of the list. He is very approachable and has done and is doing work for his constituency.An able,sincere and effective elected representative who works tirelessly for the community.

    Regarding MLA Raghu, one has to agree with the above positive comments! I actually felt how political representatives must have been immediately after independence – unassyming, accessible and visible in the community!

    Surprised to see the chorus for MLA Raghu here. His assets where hardly 72L as per the affidavit in 2008 elections and by 2013 that grew to 32 Crores with so many land plots acquired by him. The only development he has done in CV Raman Nagar constituency is displaying his name in big on all block/cross road signs. Yes, he is very much approachable but doesn’t do anything about the real issues. Have approached him on issues like foot over bridge, bus stop waiting shelter etc. He put up one with all BJP leaders picture and his name in the front and soon it was taken out.

    As for the rating, with less than 35% attendance in the assembly and MLA funds inappropriately used, and no relevant questions asked/answered in the assembly, what else do you expect? By the way, I am a voter from his constituency.
