A traders' initiative to rebuild Bengaluru's gutted-Russell Market after the February 25th fire mishap has led to a standoff between them and BBMP. BBMP has sent an eviction notice to Russell Market traders citing dilapidated conditions.Though the fire weakened the market structure initially, renovation seems to have restored strength. To rebuild the structure, traders employed a third party, KK Infrastructure, a firm which also worked with Bangalore Airport. Bengaluru has lost out on hundreds of crores of rupees in property tax revenue, only because it did not verify tax declarations and did not raise tax rates in over a decade. This is as per an audit of BBMP for the years 2008-2010, by the Comptroller and Auditor General of India (CAG). In a press release on March 28th, BBMP has sounded the gong for 2012-13 tax collections. According to the report, false tax declarations alone created loss of at least Rs 207.35 cr in 2008-10. Last month, around 400 residents under BESCOM's S6 subdivision, JP Nagar, were in for a shock. Their bill reflected a penalty ranging from Rs 4000 to Rs 1.1 lakhs. Upon enquiry, they found out that the penalty was for not entering into an agreement with BESCOM at the time of shifting into LT3 consumer category. CAG (Comptroller and Auditor General of India) has unearthed yet another BBMP scam. This time it is about the excess payment of over Rs 90 lakhs paid to two contractors for drain de-silting works in 2009. Despite spending 1.65 crore rupees on these two rajakaluves, it is not clear how much work was actually done, as BBMP officials had manipulated the work records. Residents of Golden Blossom apartment in Kadugodi, Bengaluru, have gone to court against the builder for not providing promised facilities on time. In their petition to the state Consumer Disputes Redressal Commission, residents say that Golden Gate Properties Ltd (GGPL) had promised them about 35 facilities such as club houses, sports complexes, super market etc., but has not delivered most of these. An analysis of a mere 169 city property tax returns between 2008-10 by the Comptroller and Auditor General of India (CAG) found that Bengaluru had lost over Rs.200 crores in revenues. 25 software companies alone accounted for Rs.90 crores of this. The fault: BBMP officials had not done any cross-verification on the self-assessment based tax filings.   Further, CAG's audit of BBMP balances in over 600 bank accounts found out that it had left hundreds of crores of rupees lying in temporary accounts during 2008-10 without transferring the money to the main bank branches.
