Every day we see examples of poor governance around us – despite paying our bills, taxes and being the fairly conscientious citizens we think we are. It’s also true…

Citizen Matters had published a story 'Bengaluru on poll mode: Get registered as voter for 2018 elections'. But unfortunately, CEO-Karnataka website is a mess and the authorities are defensive. Even if we download them after entering CAPTCHA, we cannot search for data in the file. Extraction is difficult. I have to work on the task once I get the English version. I cannot find my section (the…

Mayor is the ‘first citizen’ of a city. But in Bengaluru, as in most municipal corporations in India, the Mayor is more often a figurehead. A ‘one-year wonder intended only for ceremonial purposes’ is how the 2008 Kasturirangan Committee Report ‘Governance in Bengaluru Metropolitan Region and BBMP’ describes the Bengaluru Mayor. This is because Mayor’s powers are restricted by the law itself. According to the KMC (Karnataka Municipal Corporation) Act, 1976, Mayor only has a one-year term, and has no executive powers. As per KMC Act, a Mayor can Preside over BBMP Council meetings, and convene additional meetings. She can…

Many may have missed this small snippet of news, but the Special Officer, Corporation Commissioner D Karthikeyan has already passed the Greater Chennai Corporation budget, reportedly on March 14. Details of the budget are however being withheld in the name of election code of conduct, in view of the imminent by-elections in RK Nagar. While one can understand that the announcement of welfare measures related to RK Nagar could violate the election code of conduct, it is difficult to see why the entire budget details have to be withheld. And one cannot hold back the feeling that an elected council…

Avinash, a resident of Perungalathur, is waiting eagerly to see a change in the local government. “The councillor is unresponsive whenever we try to raise our voices. Though we were not much affected by the floods last year, we ensured the safety of our residents without claiming any help from the civic body and gathered a few boats to rescue people from the neighbouring area, Mudichur. I welcome the change of council with the hope that it happens soon, before the onset of monsoon flooding,” he says. How soon that will happen, however, is anybody’s guess. Delay in municipal elections…
