At a recent BBMP council session, BJP corporator Y N Ashwath (Kempegowda, Ward 1) said, “There are so many stars in the sky. But it's the moon that is most visible. Just like our Mayor!” Mayor S K Nataraj (elected from Sarakki, Ward 179) has been witness to many such limericks, potshots and several bouts of anger from Bengaluru corporators, during council sessions. He doesn't have it all that easy. Mayor S K Nataraj. Pic: Vaishnavi Vittal. Two months into his tenure Nataraj has gotten down to brass-tracks to address problems in the city. He regularly conducts inspections and appears…

Transfer. A piece of paper with an order written on it. In the stroke of a pen, Bharat Lal Meena was lifted from the top of BBMP and placed atop the BDA. Another stroke, and BDA Commissioner H Siddaiah takes his place. But why were they transferred? No reasons given. These are top officials with responsibilities. Their current roles have a relevance and power that citizens understand. The same state government that seeks so much publicity for its much acclaimed accomplishments (see the posters of B S Yeddyurappa and R Ashoka on Volvo buses this week), does not even bother to issue…

It was a two-decade old case that finally came to a close, at least partially, in February this year. The 11-acre Meistripalya kere in the heart of Koramangala was at the centre of a legal battle, with residents of the locality fighting to protect this much-needed lung space. An individual with ancestral linkages to the land had claimed it. It all began with one woman. Laila Ollapally. A Koramangala resident and a practicing advocate. More than a decade ago, Laila chanced upon the Meistripalya tank. It was her determination to protect and preserve open spaces in Koramangala that saw her…

It is an 11.2 acre plush green landscape. A few huts have sprouted here and there. Encroachments. Pigs and cows graze along quietly. Apart from the piles of garbage strewn in certain portions, the Meistripalya kere (also known as Jakkasandra Lake) is a vital open space for residents of Koramangala. The Karnataka High Court's order with regard to the state government's proposed war memorial project is likely to be pronounced during this week. Just last week, the BDA had begun work at the Indira Gandhi Musical Fountain Park, where the memorial is proposed to come up. This was, however, stalled following several media reports that suggested that going ahead with construction work amounted to contempt of court as the case is subjudice. Nitin Dubey had never been so scared in his life. As he watched the deadly smoke engulf the top two floors of Carlton Tower in Bangalore, he could see people leaning out of windows trying to escape the blinding smoke and hear their desperate screams for help. He was acutely aware that he could very well become one of the victims, being trapped with them, but somehow he had been spared their fate. One of his colleagues had not been so lucky. By the time the fire was extinguished nine people were dead, some asphyxiated and some having jumped to…

The BBMP council is finally in place, but the BBMP is not the only agency responsible for urban governance in Bangalore. There are many para-statals like BDA, BMRDA, BWSSB, BMTC responsible for performing the many civic functions of the city.  There is a clear need for a citizen to understand the functional differences between these statutory agencies to deal with issues pragmatically. The City Corporation The BBMP (meaning Greater Bangalore City Corporation) is the Municipal Corporation which is responsible for the overall administration of the city of Bangalore. The BBMP was officially formed in January 2007 by merging the 100…

For the past few weeks, fire safety in Bengaluru has come under the scanner. With high-rises dotting the city's skyline, it isn't clear whether all these buildings are compliant of fire safety norms laid out by the city administration. Rules for highrise buildings in Bangalore are stringent. Builders must follow norms for setbacks, elevators, inhouse fire safety equipment, service ducts, electricity supply, exit routes, a published fire safety plan and more. See our fire safety norms article for more.  One of the key factors that decides whether compliance is required is the height of the building itself - the height…

In response to an RTI application filed by Citizen Matters, the BDA has listed out the 364 allottees who were given BDA sites under G-category during 2007-08 and 2008-09. Karnataka law allows BDA plot allocations on the fast track (no need to wait in a queue) to ‘eminent’ individuals under a rule called G-category.Incidentally, in the RTI application, Citizen Matters had specifically asked 'for particulars for eminence' for all people who were allocated these sites. In the BDA's reply, the entire question of what was 'eminent' about the allottees was ducked. Instead the BDA sent a list of 364 allottees.…
