Women commuter associations pointed to the absence of CCTV cameras in local trains as a major challenge in effective surveillance. Last year, the Railway administration had announced that every local train would have CCTV cameras to provide live supervision of the women’s compartments.

The implementation has been slow, with nearly two-third of women’s coaches operating without these cameras, says Lata Argade, chief of Tejaswini Mahila Railway Pravasi Sanghatna.
