The first term MLA from Hebbal, Jagadish Kumar, replaced his political mentor Katta Subramanya Naidu for the Hebbal constituency, after Naidu’s legal issues saw him imprisoned. Jagadish Kumar died in November of 2015, following a heart attack when he was 58. He was rushed to a private hospital after he complained of uneasiness in his chest during the Assembly session, but collapsed while medical tests were being done.
Jagadish who was an active member of the Akhila Bharatiya Vidyarthi Parishad was a qualified engineer and began his political career in 1993. He was the Bangalore City General Secretary in the BJP. He was the president of Bangalore Stock exchange and ran a private business. Jagadeesh had won his maiden MLA election against veteran congress leader C K Jaffer Sharrief’s grandson Rehman Sharrief and Abdul Azeem from JD(S) who was a decorate police officer.
Re-election for Hebbal constituency was held in February 2016, and BJP candidate Y A Narayana Swamy won the elections.
Narayana Swamy was a Member of Legislative Council, elected from Teachers’ Constituency. He joined BJP in 2011. He courted controversy when an NGO found out that he had a G-category site from BDA for which he was technically not eligible, because he already owned sites in Bengaluru. He is re-contesting the elections from Hebbal.

December 16, 2014: Jagadish Kumar asked the House about issuing possession certificate to a few people who were supposedly allotted BDA land in his constituency. But the Chief Minister asked him to produce the documents, and clarified that BDA never sold the land to any individual, but has been acquired by the Southern Railways.
July 5, 2016: Narayana Swamy brought to the attention of Primary and Secondary Education Minister that a school and college were being locked up by army in his constituency, and 1100 students have no school. The Minister said the point was noted and required action will be taken.
March 27, 2017: He objected to the absence of officials and ministers in the budget discussion. He also sought to know the status of Ettinahole project that would bring water to arid districts around Bengaluru and parts of Bengaluru, and urged the government to release a White Paper on the subject. He took the government to task for failing to deliver the promises made in water, housing and education sector, and for sending children to private schools under RTE, neglecting the government schools.
March 28, 2017: Narayana Swamy spoke about an ownership of BDA sites in RMV layout where unauthorised constructions had come up, and ownership still lies with the BDA, and requested that the government do the needful to transfer the ownership to the owners who are staying there.
He also asked whether the government had accepted the report by IPS officer Raghavendra Auradkar on police reforms, and what steps were being taken to implement them.
He also asked the government to be careful about leaving treated water to the districts in the outskirts of Bengaluru, as the quality needed to be good.
July 13, 2017: Narayana Swamy called the attention of the house towards a developer, who was building an apartment complex in BDA land in the assembly limits, and asked the concerned to take note and stop the illegal activity. He said the BBMP gave Occupancy Certificate to the project even when they were aware of the land issues. He also spoke about bringing water to Bengaluru from Ettinahole project.

May 1, 2013: Officer of Special Duty in Charge of Excise and IT, R Jagadeesh Kumar, was fielded as the BJP candidate from Hebbal Constituency after the incumbent BJP MLA Katta Subramanya Naidu got embroiled in land scams.
April 3, 2014: The MLA took part in a protest outside the BWSSB office along with the residents of Hebbal demanding a solution to irregular water supply.
March 9, 2015: The MLA spoke about a tank the size of water-reservoir in Bhoopasandra being the saviour to severe water crisis in wards 18 or 19. He said that through intermittent supply, the water-demand could be managed.
November 24, 2015: The BJP leader breathed his last in Vikram Hospital after he was rushed there when he experienced sudden chest pain during assembly sessions.
February 15, 2016: BJP candidate Y Narayanaswamy was confident of winning and taking forward the initiatives of previous MLAs, Katta Subramanya Naidu and the deceased K Jagadeesh Kumar.
