Shifting from the slick, tree-lined Vasanthnagar to the mud and gravel of HRBR in East Bengaluru did it. Building a dream house in a nightmare colony with no roads or facilities dealt quite a shock to D.S. Rajshekhar ten years ago. It was then that he felt that unless he stepped forward and joined like-minded citizens to show some fighting spirit, he would continue to live in a perpetually 'under-construction' colony. His Residents' Welfare Association referred him to Citizens' Action Forum (CAF), which was a simple association of rather indignant residents. It was an idea that was seeded in 2007. It had…

Like most other cities in India, Bhubaneswar has two faces. One is as tinselly and bright as you would expect a fast-growing city to be. The other frowns with the strain and concentration of having to look good. Bhubaneswar was the first choice of the Ministry of Urban Development's (MoUD) flagship Smart City project. A year later, it featured in the top 20 global cities of the world in the Global Smart City Performance Index 2017,  according to a survey by UK-based Juniper Research. The city was a member of a list that included Singapore (that topped the list), San Francisco, London, New…

Even as Bengaluru's waste generation has grown by 1,750% in 15 years, collection and management of the same have not kept pace. Meanwhile, the Bruhat Bengaluru Mahanagara Palike (BBMP) is planning a repeat of last year's trip to Singapore for many of its pourakarmikas in a few months, says Hari Shilpa, Assistant Commissioner of Administration, BBMP. They have issued notices to zonal level officers to send lists of potential candidates for the trip. Like last year, the four-day programme would probably include comprehensive sessions on safety gadgets and equipment, environment, beautification, the 50-year history of Singapore, water conservation, reuse and processing, collection…

When you consider that India spends only 1.4% of its gross domestic product (GDP) on health, the least among BRICS nations, the magnitude of its health problems are distressing, but not really surprising. Moreover, for five years till 2016, the National Health Mission (NHM) funds that were unspent by states even increased by 29%, according to a recently released audit by the Comptroller and Auditor General (CAG) of India. Almost 61% of deaths in India are due to non-communicable diseases, especially cardiovascular, cancer and diabetes, according to the World Health Organisation. As these are the “most common diseases” in India’s cities, noone is really…

Suddenly, what Bengalureans had not got for years - though they yearned for it - suddenly happened in a day. The Bruhat Bengaluru Mahanagara Palike (BBMP) officials got active recently to knock down more than 5,000 illegal flex boards, banners and buntings from hoardings and electric poles. People could even file FIRs against offenders and hecklers who tried to stop them. On Thursday, the BBMP claimed that 21,140 flexes and banners  have been removed, though an estimated 2,500 hoardings still remained here and there. But how exactly did the BBMP suddenly get into action mode? It began at 10.30 am last Wednesday…

Delhi Chief Minister Arvind Kejriwal launched the month with a "visual" move. He read out and defiantly tore a report sent by Lieutenant-Governor Anil Baijal on the installation of closed-circuit television (CCTV) surveillance camera systems in the capital. The LG's document referred to a monitoring panel, police licensing and public suggestions for installation of CCTV cameras. It said that every owner and data controller of camera systems culling information from the public needs to disclose the "purpose, number, location, manner of usage, handling and storage of data or information" as well as other related details. However, the CM is of…

This year, the government announced an increase in the Minimum Support Prices (MSP) for farmers, those national benefactors who are mostly forgotten. The MSP for 14 crops sown in the summer was increased. The price of paddy was hiked by 13 per cent to Rs 200 per quintal, the most important crop, while the MSP for cotton saw a hike of 28 per cent. This was called a “historic decision” by the government, but it immediately set off a ripple of fear among consumers in cities. Will inflation shoot up? Shall we now have to pay more taxes in order to maintain…

Last year was a lot about the rains, but this year they haven't come around too much - yet. Still, we did work very hard to argue about whether or not we had fixed broken drains and yawning potholes. So will the rains smash us again, just like on the 2017 Independence Day that brought the floods to break a 115-year record? Maybe not. Last year, the North-West monsoons outstayed their welcome till their South-East cousins hammered them. This time it isn’t a panic situation of fighting guests that we did not know about. We do now know we had…

It no longer comes as a surprise to anyone -- the annual monsoon headlines describing how India's megapolis Mumbai is gasping to keep its head above floods caused by heavy rain, while citizens rue that there is little they can do to dam it. Still, sometimes, there are fledgling ideas that do lead to action, even if at a hyperlocal level. Radha, a citizen activist from Lokhandwala Residents' Association at an apartment in a shopping-cum-residential area got into the act immediately. She says that when her locality was getting flooded, the main cause of the excessive water was found to…
