It took just 13 days for Aarogya Setu -- the contact tracing app developed by India to combat the COVID-19 pandemic -- to amass 50 million users. The app currently stands with more than 9 crore downloads.  Designed by National Informatics Centre (NIC), Ministry of Electronics and Information Technology (MEITY), the app was formally launched by PM Narendra Modi on April 2nd. Elected representatives have long been clamouring that the existing Karnataka Municipal Corporations (KMC) Act of 1976 is unsuited for a huge metropolis like Bengaluru. Hence the state government has drafted an exclusive BBMP Bill. The Bill was placed before the Legislative Assembly  on March 24, without any pre-legislative disclosure in public domain which violated Section 4(1)(c) and (d) of the Right to Information Act.
