The recent issues hitting headlines in Karnataka have already signaled the arrival of election season, with elections due in April-May 2018. Lingayats are demanding they be recognised as followers of a separate religion. Many activist organisations are demanding that the yellow-red Kannada flag be recognised as a flag for the state. I have recently finished the ward level analysis of Bengaluru’s 2017-18 budget, with Janaagraha Centre for Citizenship and Democracy. The budget briefs will be available online this week, for all 198 BBMP notified wards in Bengaluru. I’m writing this to tell you how important the ward level budgeting is. The ward level analysis by Janaagraha informs people about the direct budget allocation for lakes, roads, parks, public toilets and other public services for each ward. Open access to a city’s budget offers significant benefits to its citizens by enabling them to: (i) know where their tax money is spent (ii)…

I have lived nearly all my life in Bangalore and growing up, I remember mentioning at least once a day, that I was proudly Bangalorean. When I was little, my mother and grandmother would haul our cousin bunch into an auto every Sunday to get to Jayanagar 4th Block and back. Those auto-rides filled with remnants of fruit-salad ice cream from Cool-Joint, toothpicks stolen from ShivSagar post lunch and their shopping bags taught me two very interesting things. One, for every auto that says yes to you, there are usually seven that would have said no before. Two, every auto…

Urban Development Department in Karnataka published a draft notification of Common Zoning Regulations a few days ago. Once implemented, it is applicable all over the state in all cities, and overrules the Bengaluru Development Authority (BDA) master planning rules. Here's a snapshot that explains how residential areas are going to change once this comes into force. Basically the rule reduces the roadwidth in residential areas of Bengaluru from 45 to 30 feet, to accommodate the daily use category of commercial establishments like milk booths, newspaper stalls etc. The notification has not gone well with the citizen groups fighting commercialisation of residential…

Last Saturday, I was on my way to a workshop 'In My Name - Open Letters in the Park' organized by the Fearless Collective, when I became a witness to an incident of violence and joined others in resisting it. Unlikely coincidence or a sign of our times? I feel that this incident can best be described through the Open Letter I wrote later at the workshop. Dear Advocates, I don't know you and you don't know me. Our paths crossed coincidentally this morning (15th July 2017) when I entered Cubbon Park at the Hudson Circle gate (near the High…

In the previous story of the series on Ejipura housing project for Economically Weaker Sections, critical issues in the project implementation and how the developer considers all those issues as trivial were covered. This story will tell you how the BBMP has goofed up with the concession agreement of the project and why it might lead to a conflict between the two parties. In 2012, soon after the BBMP and Maverick’s plan to build EWS quarters in Ejipura under public-private partnership (PPP) model gained focus, several individuals and organisations opposed the arrangement of using the land meant for EWS families…

Recently there has been quite a flurry of opinions, accusations and threats around the issue of regulation of private medical establishments in Karnataka. Although the Karnataka Private Medical Establishments (KPME) Act has been around since 2007, concerns over the last few years, around patient rights, have brought in the need for Amendments to the Act. Following a prolonged period of discussion under the Justice Vikramjit Sen Committee, the health minister put forward the Amendments to the KPME in the Karnataka Assembly on 20th June 2017. The response to this has been contradictory and volatile. A majority of private hospital doctors…

In the first and second part of the series we explained how the concept of PPP model for Ejipura EWS quarters evolved and the reasons for the delay in implementation. This part will explore the nitty-gritty of project plan sanction. Why did the BBMP give plan sanction only for half segment of the project but has refused to approve other half of the project that comprises commercial establishment to be shared between the City Corporation and Maverick Holdings? When on May 31st, 2017, the High Court passed an order directing Maverick Holdings - the project proponent of Ejipura EWS quarters…

In the previous story, Garuda Group Managing Director Uday B Garudachar shared his version of the story about Ejipura EWS quarters project. The second part of the series, brings out the chronology of events that happened in connection to the project and where it stands as on today. In January 2013, the world came crashing down for over 900 families that were living in the Ejipura EWS (Economically Weaker Section) quarters near Koramangala, when the BBMP along with the building giant Maverick Holdings began to evict the poor families, to make way for new EWS quarters.
