The growth in the nation’s cities has been maddeningly slow. And it has not even been much, according to the fifth edition of Janaagraha’s Annual Survey of India’s City-Systems (ASICS) 2017. There has been some improvement in the quality of governance in 23 cities. Yet, this has come about at a frustrating snail’s pace. Janaagraha Centre for Citizenship and Democracy (Janaagraha), a Bengaluru-based non-profit, has surveyed the quality of governance in 23 major cities in 20 states. The survey was based on 89 questions. Pune was the Number 1 grosser, scoring between 3.0 and 5.1 on 10 and topping the…

There is a new concrete road built on the bund of Adyar River, in violation of key environmental laws. While roads are a welcome development normally, this one is not good news, as mud bunds along estuaries play a key role in preventing flooding. One can see piles of concrete material and the neatly laid road on the Adyar River bund at Lock Street of Kottur. The road connects two vacant plots, belonging to a real estate agency in the locality. Escapes authorities' attention The Public Works Department (PWD), which is the nodal agency for protection and maintenance of water…

In some neighburhoods, citizens are vexed by an increasing number of bars and pubs, and the dramatic change in the surroundings as a result. There have been various instances of conflict between residents and these establishments, and also a demand that BBMP should address this properly. This is doable, but only if we correctly identify the problems. (a) The first challenge is that people who want to set up the establishments are themselves property owners in the area, which causes discord between the neighbours in terms of what they themselves want. (b) The second is that often those letting their…

“Urbanisation is our opportunity and priority,” said Finance Minister Arun Jaitley in his speech in Parliament, as he presented the Union Budget 2018, presumably the current government’s last big one before the nation goes for elections in 2019. Cities, per se, however did not see too much exclusive focus except in a few allusions to big-ticket schemes introduced by the current dispensation and a couple of city-specific allocations. Here is a quick round-up of what Budget 2018 had to say about the plans for India's urban future: Air pollution in Delhi and NCR Concern for the alarming levels of pollution…

Chennai may never become a super metro or a smart city, whatever those two terms may mean or imply, but it is fast becoming one of the most built-up cities of India. The value of open space is fast being forgotten and Government and private parties alike view all such areas only as places where buildings can be put up. You name the precinct – colleges, University, the High Court, the stations, administrative headquarters – everywhere the trend is the same. More and more buildings are coming up. No thought is being given to alternative campuses in other parts of the…

The Revised Master Plan (RMP) 2031 is being scrutinised by the public. Most experts feel that too much priority has been given to archaic rather than progressive planning. Although the government has not conducted enough workshops or feedback meetings with the public, the draft is out for public comment. You can view all the rules here. In a workshop organised by the Environment Support Group (ESG), participants were taken aback when they learnt that every one of them, ranging from planners to industrialists, could become part of the planning process as a constitutional right! A bottoms-up approach is supposed to…

In the latter half of November 2017, as bulldozers razed some unauthorised religious structures that stood tall on Chitlapakkam Lake for years, hordes of curious onlookers gathered on the streets, pausing their daily chores. Led by senior IAS officer P Amudha, the Public Works Department demolished a few temples, a mosque and a church that residents have been emotionally and spiritually connected to, for decades. What warmed the officials’ hearts were the smiles on the faces of the people, many of whom lauded the speedy action. But, can we expect similar action in all the water bodies of Chennai? Religious…

Smart Cities Mission (SCM), an exclusive initiative of the Modi government, has got much attention because of its promise to dramatically transform cities. SCM was launched in 2015, aiming to develop 100 cities in the country as ‘smart cities’. The cities are selected based on their current development status and their project proposals. The chosen cities get funding of Rs 500 cr each from the central government and the respective state governments. They have to secure the rest of the funds through municipal bonds, PPP projects etc. This implies that citizens will have to pay user charges for many of…

Bengaluru Development Authority (BDA) has come out with the draft plan for Bengaluru that will decide the city’s growth for next 15 years. The Revised Master Plan-2031 (RMP-2031) has been displayed in its website. It’s time for interested citizens to understand and decode the RMP and comment in it, raise objections or give suggestions. The process of first Comprehensive Development Plan (CDP) was started in 1995, but as public were less connected among themselves and to the government, there was lack of engagement from the public.
