Cycling was originally proposed as one of the preferred means of mass transport in Chandigarh city by its designer Le Corbusier himself. Corbusier envisaged laying out cycle tracks (classified as V7 and V8 roads) as part of the Master Plan for the city during its construction in the 1950s. Near the city centre, the clock tower, is the gleaming ‘mobile lane’, home to around 40 shops selling all varieties of mobile phones and electronic accessories. This creates a new problem for the city’s waste management authorities -- managing the increasing amounts of e-waste being generated. Significantly, the state’s pollution control board does not have a dedicated database on e-waste as it does on solid waste or plastic waste (available on its website). Twenty-seven-year-old Chandra, a house help in Chennai, does not know much about deficient rainfall, rainwater harvesting or the city’s degraded water bodies. Ward committees are supposed to make citizens the co-decision makers in governance of their ward. The idea is to entrust citizens with ward-level planning, budgeting and monitoring of BBMP services/schemes, and to leave corporators to focus on broader systemic issues of the city. But a recent study by Sensing Local Foundation revealed that the ward committees in Bengaluru were mostly ineffective. The foundation studied ward committees across 22 wards over four months, from July to October. On October 4th, 33-year-old Vyas (name changed), an IT professional, fell and broke his right knee when his scooter bumped into a pothole. The surgery afterwards, recurring hospital bills, physiotherapy, expenses for medicines, scooter repair etc have drained him of over Rs 4,34,323 so far. And he is still bed-ridden. Vyas has been sending emails to one government department after the other, hoping for compensation. But there’s been no response. The reason?
