Two novel proposals - longer pedestrian walkways and pedestrian-only roads on certain days of the week - make the latest draft of the Comprehensive Mobility Plan (CMP) for Bengaluru Metropolitan Area significantly different from its four-year-old predecessor. CMP has been prepared to chalk out short and long-term plans for solving the city’s traffic mess.  Click here for the full summary of the Comprehensive Mobility Plan 2019 But unlike previous proposals that paid little or no attention to non-motorised transport, namely pedestrians and cyclists, the new draft CMP has specified pedestrian and cycling infrastructure. Whether this is integrated into the larger…

Karnataka government has imposed curbs in Bengaluru and some other parts of the state, under Section 144 of the CrPC. The government move came amidst widespread protests against the Citizenship Amendment Act (CAA) and the National Registry of Citizens (NRC). Bengaluru Police Commissioner Bhaskar Rao said yesterday that those who violate Section 144 would be booked. But what do our laws say about protests? If you want to hold a protest, what rights do you have and what permissions do you need to take? Do citizens have the right to protest? The word ‘protest’ is not explicitly mentioned in the…

The Department of Urban Land Transport (DULT) has published a draft of the Comprehensive Mobility Plan (CMP) for Bengaluru Metropolitan Area. The document has brought back the controversial Elevated Corridor project (road-over-road), 92 km of which has been proposed at the cost of Rs 18,480 crore. The CMP itself is necessitated by the centre’s Metro Policy which clearly states that funding for the Metro would require cities to develop a comprehensive mobility plan. Here is a summary of the proposals in this plan.  Many of the new three-phase CMP project proposals are there in the earlier plans proposed in 2011…

Cycling was originally proposed as one of the preferred means of mass transport in Chandigarh city by its designer Le Corbusier himself. Corbusier envisaged laying out cycle tracks (classified as V7 and V8 roads) as part of the Master Plan for the city during its construction in the 1950s. As per the plan, every V3 road (fast vehicular roads dividing the sectors) across the city was to have a V7 road (cycle track), or a V8 road (cycle track plus footpath). “The Master Plan envisaged laying out cycle tracks of over 200 kms,” said Navdeep Asija, Traffic Advisor to the…

Near the city centre, the clock tower, is the gleaming ‘mobile lane’, home to around 40 shops selling all varieties of mobile phones and electronic accessories. This creates a new problem for the city’s waste management authorities -- managing the increasing amounts of e-waste being generated. Significantly, the state’s pollution control board does not have a dedicated database on e-waste as it does on solid waste or plastic waste (available on its website). The state with 13 districts has only seven registered e-waste dismantlers and recyclers. Authorisation for all these e-waste dismantlers and recyclers seems to have expired in 2018,…

Ward committees are supposed to make citizens the co-decision makers in governance of their ward. The idea is to entrust citizens with ward-level planning, budgeting and monitoring of BBMP services/schemes, and to leave corporators to focus on broader systemic issues of the city. But a recent study by Sensing Local Foundation revealed that the ward committees in Bengaluru were mostly ineffective. The foundation studied ward committees across 22 wards over four months, from July to October. The researchers found that while citizens were keen to attend the meetings, corporators often didn’t turn up, and the ward committee members didn't resolve issues…

Many of us have multiple health insurance policies such as a retail policy, a corporate plan and a family floater plan. And yet, we almost never consider claiming health benefits using them together for a treatment. The reason is that most people don’t know how to leverage multiple policies for a maximised claim. Yet, multiple policies can help you recover the maximum amount of treatment cost at times. But an important point to note here is that you can never claim an amount more than the treatment expenses. To benefit from multiple policies when filing a medical insurance claim, here…

On October 4th, 33-year-old Vyas (name changed), an IT professional, fell and broke his right knee when his scooter bumped into a pothole. The surgery afterwards, recurring hospital bills, physiotherapy, expenses for medicines, scooter repair etc have drained him of over Rs 4,34,323 so far. And he is still bed-ridden. Vyas has been sending emails to one government department after the other, hoping for compensation. But there’s been no response. The reason? BBMP has never had a mechanism to compensate victims of pothole accidents despite the high number of victims. So far, compensation has been purely at the ‘discretion’ of…
