The monsoon rains are delayed this year. But by sheer coincidence, BBMP’s rainwater harvesting plans of last year remain unimplemented, almost as if the monsoons were granting their own extension to BBMP, ominously. What’s worse, a Citizen Matters inquiry revealed that the city’s accounts department declined to release funds due to the engineers’ lack of interest. Bengaluru faces a shortage of 410 MLD (megalitre water per day) of water. The average rainfall here is 923 mms within a geographical area of 800 sq kms.  It is in this context by seeing the potential of RWH, BBMP made implementation of rainwater…

Last year, BBMP initiated a plan to install Rainwater Harvesting (RWH) pits in roadside drains, parks etc,. to improve ground water levels. Rs 30 crore was approved for installing pits across the city, from emergency funds. Emergency funds are allocated as per BBMP Commissioner’s discretion, and is separate from funds specifically given for RWH in the budget. But going by BBMP’s plans, much of this amount might simply be wasted. An RWH pit built along a drain in 27th Main, Jayanagar 9th Block. On June 28th, the city council met for its monthly session to approve the budget. Turns out the proceedings had nothing to show the city was getting financially healthy again. Read our detailed report here.Last year, BBMP had projected over Rs 9000 crores of expenditure largely predicated on state government grants, it never eventually received. It ended up collecting a mere Rs 3934 crores. This year again the council has projected nearly Rs 9500 crores with the same gaping hole in projecting receipts. It is pretty clear to anyone closely observing the local government process in Bangalore that both the…

BBMP has presented yet another inflated budget of Rs 9498.40 crore on June 28th, 2012. Like the two previous budgets, this time also activists and opposition parties criticised the budget as unrealistic. The budget has got more significance in the grounds of coming assembly election on May 2013. Budget session. Pic: Sankar C G As usual, infrastructure works have snatched a good portion in the current budget too, with around 2000 crore rupees allocated for major infrastructure works. BBMP’s initiative to provide basic infrastructure to 110 villages in outer Bangalore, received warm welcome from all sections. Rs 135 crore has…

In the last few years, a large part of the city's low lying areas were affected by flash floods, due to heavy and continuous rains. The RWA members of these areas have been trying hard to get BBMP and BWSSB to fix these issues. This year practically all roads have been dug up for either laying BWSSB pipes or for new flyovers. Will BBMP re-lay the roads in time? Digging at Bismillah Nagar, near BTM Layout. Sometimes it is good to step back a few paces, to get a better view and perspective. So it was, that earlier this week I accessed the online editions of the city’s papers while travelling out of the country and got a stark perspective that hit harder than when I see the same cityscape in person. Under the lead items on June 20th, there was a video strip showing pictures taken around the city. One was of the homeless, huddled along a pavement, and another was of a swanky flyover with vehicles whooshing along a curve. The contrast between the…
