​The Urban Development Department (UDD) has published the draft of the Kamataka Municipal Corporations - Ward committee Rules, 2013 on May 26th 2015. Kathyayini Chamaraj, Trustee CIVIC, says they had not announced or published it on the UDD website. But why have the MPC Rules been framed to apply only to Bangalore, while Mysore and Hubli—Dharwad are also about to cross the 10 lakh population criterion, or have already crossed it? Urban Development Department has published the draft rules for the Constitution of the Metropolitan Planning Committee for the Bangalore Metropolitan Region inviting objections or suggestions. The Government of Karnataka has issued the notification outlining the formation of Metropolitan Planning Committee (MPC). The long-awaited step has been taken very secretively, with no publicity to this anywhere. Not even the Urban Development Department website has displayed it; nowhere has it been kept for public discussion. The draft notification has been gazetted and published on November 7, 2013, with 15 days for public feedback on the issue - that is on or before November 22, 2013. I welcome and support the demand from various citizens groups, media and RWAs for transparency in nominations to the ward committees.The demand to constitute the ward committees is a long standing one and residents and other citizen groups have sought this for several years and this had been included in the recommendations of ABIDe chaired by then Chief Minister.
