Efforts to mobilise citizens to apply for ward committee membership have gained splendid traction in the last few weeks. Citizens’ groups such as Lanchamukta Karnataka Nirmana Vedike (LMKNV), Citizens for Bengaluru (CfB) and B.PAC have motivated more than 500 citizens to apply for ward committee membership. A team of LMKNV met almost all BBMP officials connected to the formation of WCs, including Zonal JCs, Council Secretariat officials and Mr. Sarfaraz Khan, Special Commissioner (Health and SWM), stressing the point that it is the “Corporation” that nominates WC members and NOT the “Corporator”. Read moreDuring the 2015 floods, civil rights and advocacy group Arappor Iyakkam had carried out relief work for the common man in an organized manner. Once the worst was over, they pondered whether it would be enough to just engage in relief work every single year when disaster strikes or more prudent to work to make sure that such an incident never ever occurs again. Translating thought to action, over 20 volunteers started ground work from March 2016 when they started the social audits on water bodies. A part of the waterbodies team concentrated on sewage issues and more specifically on…
Read moreIn late May 2017, a big shout out for waste segregation came from none other than the Indian Prime Minister when he announced the introduction of new litter bins for segregated waste in 4000 cities and towns on his monthly radio show, Mann ki Baat. A few days later, on June 5, World Environment Day, a source segregation campaign was launched amid much fanfare by the Minister of Urban Development Shri M Venkaiah Naidu in the National Capital Region as he flagged off segregated waste collection vehicles. However, not much stress on the actual realisation of segregation was noted in…
Read moreThe BBMP, after a rap from the Karnataka High Court in April, decided to constitute ward committees as per the Karnataka Municipal Corporations Act, 1976. A press meet demanding inclusivity in constituting ward committees was organised by several groups and organisations on June 15th, 2017 (Thursday) at the Press Club. • BBMP should ensure that urban poor, slum residents and workers are part of ward committees • Working class…
Read moreFor months, a group of young men in Marundeeswarar Nagar in Thiruvanmiyur had been trying to meet their MP Jayavardhan. They had a prayer: Would the MP renovate the community gym in their area? Once up and going, this historic gym served a population of more than 3000 slum dwellers. These men are the youngest in a long line of similar groups that have been using and taking care of the MGR-era gym. An earlier article in The Hindu talks of how the gym came into being and how these young residents had been striving to keep the gym running,…

Read moreWith the recent High Court order on April 24th that asked the Bruhat Bengaluru Mahanagara Palike (BBMP) to constitute ward committees within a month, the decades-long efforts by the State Government and the BBMP to stall their constitution have come to an end. The 74th Constitutional Amendment (CA) or Nagarapalika Act was passed in 1992, exactly 25 years ago, to give “Power to the People” and bring in decentralisation, transparency, accountability and people’s participation in urban local bodies (ULBs). The State’s conformity legislation to implement the 74th CA was passed in 1994 through an amendment to the KMC Act. Formation…
