In July, the Bangalore Metro Rail Corporation Ltd (BMRCL) formally acknowledged that ‘foldable bicycles’ were welcome in the Metro. But its blanket rule on baggage fees has dampened the spirits of commuters who use cycles for last-mile connectivity. The baggage rule implies that a commuter would have to pay Rs 30 every time he boards the Metro with his cycle. This fee may even be higher that the commuter's own ticket cost. Despite BMRCL's avowed support for cycling, it's unwilling to exempt cycles from baggage fee. Rs 30 for excess baggage Since the Metro started operating in 2011, BMRCL had introduced…

For residents of India’s IT capital, Bengaluru, a neighbourhood park (NP) is not an uncommon sight. Their role in providing the urban population a recreational space has been appreciated by both the residents and the municipal corporation. However, their contribution to supporting the urban ecosystem and sheltering urban biodiversity has been underestimated. In a new study, a group of urban ecologists from the Ashoka Trust for Research in Ecology and the Environment (ATREE) have challenged this view. They say parks, despite their small size, can serve as “stepping stones” that facilitate the movement of birds, butterflies, and insects between larger green areas. The study…

Nowhere around the world do residents pay to get killed - not even in the worst mafia or terrorist-infested city. Correction - there is one city. Known earlier as pensioners’ paradise, garden city, and then IT city, it is now ‘garbage city’. Residents here fall ill and die because the taxes they pay for ‘services’ like garbage removal deliver nothing in return. A news report in Deccan Herald this August 15th said, '563 new dengue cases in four days', and 5006 cases overall since January. This translates to over 600 cases per month, or 20 per day. The dengue-causing Aedes…

As the revised fines for traffic offences has come into effect, the Bangalore Traffic Police (BTP) has geared up for strict enforcement. If the BTP follows its current pattern of booking offences, what kind of offences would it fine the most, and how much would the department make? Previous years' data shows that the highest number of cases are booked for just two categories - 'rider without helmet' and 'pillion rider without helmet' - out of 39 categories of violations overall. The Garments and Textile Workers Union (GATWU) staged a protest on 12th September, to oppose the apathetic attitude of the government and the factory owners. The protest, held in front of the Labour Department office at Dairy Circle, highlighted the inordinate delay in the fixing of minimum wages in the garment industry. It also pointed to the discrimination towards garment workers by the minimum wages committee, which had recommended extremely low wages. The Karnataka garments industry employs 3.5-4 lakh workers, and 85 percent of the workforce is female. These workers manufacture textiles for international brands and export them, earning substantial…

We were sitting in one of the clothes vendors’ shops in Sudama market. He knew us well and each time greeted us with tea and articulate conversations. That day however his son was sitting there and as before invited us for tea. While we were talking his friend came with an envelope postmarked from the Canadian embassy. It was his answer to whether he would be able to attend a family wedding. We waited in anticipation as the young men opened the envelope, to reveal that his visa had been denied. The disappointment was evident in both faces. They had…

In Part 1 and Part 2 of this series, we looked at the conflict between the BBMP and the state government on allowing advertisement hoardings in Bengaluru. While the former is pushing for a blanket ban on commercial hoardings, the latter wants to allow hoardings. In this part, we explore whether the hoarding ban proposed by BBMP is justified. What is BBMP's revenue from ad hoardings? As per the advertisement scam unearthed by K Mathai, former BBMP Assistant Commissioner (Advertising), the BBMP had lost advertisement revenue of around Rs 2000 crore between 2005 and 2015. This was mainly because of…

In Part 1 of this series, we looked at the tussle between BBMP and state government on allowing advertisement hoardings in the city. Last year, the BBMP Council passed draft bye-laws that ban commercial hoardings. But the state government's UDD (Urban Development Department) recently framed its own Rules that allow hoardings. It's still unclear which of these laws would prevail. The High Court recently upheld the BBMP bye-laws at a PIL hearing, but the final judgement is pending in the case. And the UDD continues to insist on implementing its own Rules. In this part of the series, we look…

For a while, Bengaluru has been sporting skeletal metal frames where glossy advertisement hoardings once stood. The city had been stripped of its hoardings after the BBMP Council passed a resolution last year, banning these. The Council also passed the draft Outdoor Signage and Public Messaging Bye-laws, 2018, that would ban all commercial hoardings. But the state government wanted to allow hoardings in the city, which led to a tussle between the government and BBMP. State government's UDD (Urban Development Department) even published a separate set of laws - the BBMP Advertisement Rules, 2019 - this July 15th. These Rules…
