In April 2017, two RTI activists sought to know building rules from the Pallavaram Municipality, after a Reliance Fresh outlet was opened in the ground floor of an apartment complex. Stating that the outlet is an illegality, the Public Information Officer (PIO) said the building rules imply the ground floor be dedicated for parking.  Soon after receiving this complaint, the activists started to receive threatening calls, naturally causing them to place suspicion on the PIO. Despite a government order directing State Road Transport Offices (RTO) across India to issue Driving Licences to the hearing-impaired, and court orders to the effect, the ground reality seems to be the exact opposite. RTOs still follow age-old rules to grant (or not grant, in this case) an opportunity to obtain the learners' Licence (LLR) and eventually, a driver's licence to people with hearing challenges. A viral Facebook post narrating assault by the police during a routine traffic stop that took place in Chetpet on July 19th has sent shock waves across the city. Haroon Sait, the victim, spoke out about being slapped and beaten by the police as he refused their demand for a bribe. The incomplete pillars on Chennai's Inner Ring Road are a stark reminder of one of the tall claims of the state and central government about the extended Mass Rapid Transit System (MRTS). Twenty three years after Phase-1 of Parakkum Rail between Chennai Beach and Mylapore was inaugurated in 1995, construction over a 1.5-Km stretch from Adambakkam to Puzhuthivakkam on the Inner Ring Road remains suspended.
