Some interesting twists in law come up in corruption cases, revealing technicalities that need to be addressed to clean up the system. This morning's news about Lokayukta-filed cases against former CM BSY is one such technicality. The cases were filed based on a CAG report, but in court it was argued (and accepted) that CAG reports are the exclusive property of the legislature, and no one else can take action based on them. I.e., when the CAG finds irregularities in actions of ministers, we must rely on the MLAs to take action against their own fellow legislators. In practice, given…

Given the premise of this series—stories of city people you run into, neither friends nor strangers—a tale garnered from an Uber ride (usually going back home for the night, for no normal person will be too conversant on a weekday morning) was going to turn up sooner or later. I live and work in (different) parts of old Bangalore, none of which are Uber hotspots. A good chunk of the drivers I get paired with point out how it is quite rare for someone in my part of town to use Uber. It usually is followed by "yaavoor saar nimmdu?"…

The Karnataka Municipal Act 1976, amended as per the requirements of the famous 74th Constitutional Amendment in 1994, stipulates that there “…be a ward committee for each ward … (that) shall consist of … the Councillor representing the ward … (and) ten other members … (including) members of resident’s associations...” The KMC Act further stipulates that the “ward committee... prepare ward development schemes, … , ensure proper utilization of funds, ..., supervise all programmes and schemes being implemented by the corporation … .” If all went as per the Act’s designs, the ward committee would “ensure timely collection of taxes,…

This week, I intend to have a stab at one of the most difficult tasks known to mankind: persuading an adult to part with a sum of money. Not a very large sum, but a sum nonetheless. This New Year's Day, I want to buy burgers, fries and a drink from McDonald's, for 1000 kids in orphanages around the city. And that, unfortunately, costs money. The first thing you'd wonder is probably, "Why McDonald's burgers?" Well, the thing is, I've worked at an orphanage before, and I remember that the kids at the orphanage really loved the burgers. I, like…

Several months ago I wrote about my attempts to get a streetlight fixed on the `model street' of 15th Cross Malleshwaram. First some `jugaad' work had been done by BBMP. When I complained - nothing happened. Then providence intervened in the form of a truck backing up and breaking the light - resulting in the light - still functional - leaning precariously against a fence, possibly electrifying it. An urgent complaint to the MLA's office as well as BBMP got the job done - they removed the streetlight - and with it, the jugaad job. Picture on August 26th 2015…

With young students like Anvitha Rao and Joiston Pereira taking the initiative, the annual Waterfowl Census, which had been suspended some time ago due to lack of support by the authorities, was revived again on some of the lakes of Bangalore. On Saturday, 26th Dec, 2015, the census was started at Agara Lake. Several concerned citizens, birders and environmentalists participated. On Saturday, lakes along Sarjapura Road were covered; on Sunday, the focus was on Hosur Road.  While doing the bird counts, participants were also asked to input data on the condition of the lakes. Here is an update from Joiston Pereira:…

Posting below, a mail from Anvitha S (Undergraduate student, St Joseph's College) on <bngbirds@yahoogroups.com>, requesting for volunteers for the Waterbird Survey 2015-16. We are reviving the waterbird survey which was conducted between 1987 - 1996 by the Bird Watcher's Field Club Of Bangalore. We request experienced birdwatchers and others to contribute to this effort.  In the 80s and 90s the Mid-winter waterfowl survey proved to be a great experience for novices and specialists in sharing and learning skills. Since then the water scape of Bangalore has changed dramatically. So an initiative is planned to revive waterbird survey in atleast the surviving…

We recently protested against, and stopped, an illegal meeting by the Bangalore Metro authorities, to ratify cutting trees in Reach 2. However, we can't protest all the time, and I recently found several large trees cut down on Bannerghatta Road. When will this tree-cutting mania stop in our city? Cutting the trees and widening the roads is a double whammy...we remove the beings that cleanse our air, and add motorized vehicles, each of which produces noxious fumes. It's been proved that widening of roads only causes more traffic to jam them in a downward spiral of destruction and pollution. When…

Safety in numbers?

The adage says, "there's safety in numbers". But our Bangalore citizens seem to apply this out of context. Here's a photo I snapped on Sunday.  I wonder how many more people can ride on that two-wheeler, all without helmets....
