In a democracy, the minimum that we should be able to expect is HOLDING ELECTIONS ON TIME. But it seems now that even this basic threshold is not guaranteed in Karnataka. Yesterday, the legislature passed a law - with all parties agreeing - that the State Election Commission cannot schedule elections to local bodies (like BBMP and other city governments) without its 'consent'. I.e. if the state government feels the time is not right for holding elections, that's the way it will be. Download of the voter lists using a software program, and data extraction from them, was since disabled by converting the files to image files, but Prajalytics, a software company, had already downloaded the files for 27 Bangalore constituencies manually and extracted voter records. The Electoral Rolls of 27 constituencies of Bangalore have serious errors and omissions. When the authorities did not react to repeated feedbacks and request to correct anomalies, a PIL was filed in the High Court of Karnataka.
