“You always need an occasion. We need something to ignite”, says Major P Kapur, a resident of Bangalore South's Koramangala area. Major Kapur is referring to the coming together of citizens of Koramangala to form what is called the Koramangala United Citizens Council or the KUCC. This federation has been set up to take up common causes of all the eight Koramangala blocks, Jakkasandra extension, ST Bed layout and Nirgun Mandir area. “There are common areas of concern for the whole area like water, roads, drainage. We can tackle them together”, says Major Kapur, who is the convenor of KUCC.…

Citizens living within city limits often castigate BBMP and other local authorities for long delayed public works and amenities. The JP Nagar underpass is a classic case of BBMP's inability to fix what has gone wrong and reach the finish line. But it needs to go on record that India's transportation giant, Indian Railways, arguably with far greater resources and expertise at its disposal, has recently been responsible for a disastrous project in Northeast Bangalore. In response to a gridlocked railway level crossing at the Whitefield Railway Station in Kadugodi, the Railways responded in 2006 with an overbridge contract. The Railways runs…

Confusion continues to loom over the status of road widening projects in Bengaluru. Recent media reports suggested that all road widening projects in the city were put on hold, after a statement made by Transport Minister R Ashoka. The Minister later backtracked saying that work on only the Mysore Road-Central Silk Board corridor will be stalled. One of the markings on the Silk Board-BTM Layout corridor, indicating proposed acquisition of 7.41 m. File pic. Citizen Matters reconfirmed this with Ashoka who says, “I don't know how many road widening projects have been stopped. I don't have exact number. In JP…

We want to play too!

Early last week, I heard of the consultation with children and other stakeholders to frame guidelines on play spaces in Bangalore's parks that BBMP had approached Kilikili to help develop. I was glad that this event included kids but expected adults to hog the limelight. So, it was a pleasant surprise to see that the latter, namely, Kavita Ratna and Roshni Nuggehalli from the Concerned for Working Children, Prarthana Unkalkar of iVolunteer Bengaluru, Usha Bala from the Association of People with Disability, Kavitha Krishnamoorthy and Kanika Mittal of Kilikili, Joy Srinivasan from Makkala Jagriti, Amrutha, a consultant for children with autistim and other…

Open the day’s newspapers , and all you see are scary reports  -- about viral fevers, dengue, people thronging to clinics for medication, waterlogged layouts. A judgment under the Consumer Protection Act, handed out in Chennai  will be of interest to citizens in Bengaluru who would like to do something about the sorry state of civic amenities and cleanliness in the metropolis,  but knew also that the municipality could not be sued under the Act because of a  ruling that citizens were “not consumers” of municipal services under the law. A citizens' group filed a complaint with the Tamilnadu Consumer…

In every election, it has become standard to observe that the quality of our political leadership and governance is suffering because the educated, urban middle class does not turn up to vote. Now that we have another election before us - the BBMP Council- it may be worth asking, why is this, and how can this be changed?First, some clarification. While the overall voting percentage numbers certainly bear out the apathy of the middle class, there is still a section of this group that does turn out vote, in election after election. The more pertinent question, therefore, may be: "why do…

The traffic diversions from Sarajapur Road into HSR Layout, due to construction of flyover at Agara circle, have seriously inconvenienced the residents and shopkeepers of HSR layout. All main and some cross roads have been used mercilessly by all types of vehicles. Just a few months back some of these main roads were repaired and resurfaced. Due to poor quality of work (not supervised) and the last monsoons, roads have cracked and potholes have developed. This has been aggravated by heavy traffic on the main roads in this layout during these three to four months. There appears to be no controls in…

Just yesterday, I had my first run in with the Karnataka High Court. I was attending a court case involving the construction of a road through the GKVK - UAS campus by the BBMP and its subsequent challenge by ex vice-chancellors of that University (For an understanding of the case at hand, refer to this article written in Citizen Matters). Just being in that court room, seeing lawyers presenting their case, judges going through the evidence presented, petitioners and defendants arguing vehemently, nervous interns, curious onlookers - in short the entire package brought back interesting memories when I was involved…

For years now, Bangaloreans have gotten accustomed to seeing dug up roads across the city. Furthermore, one doesn’t know who has dug it up or why and when it is likely to be closed. And then traffic suffers. The traffic police are clueless about the roadwork and are then forced to divert traffic."Sometimes we don't even know who has dug up the road", points out Praveen Sood, Additional Commissioner of Police (Traffic).  Nothing new in namma Bengaluru. Coordination, or the lack of it has always been a challenge for many local authorities - BBMP, BTP, BWSSB, BDA, BMTC, and so…

Standing outside his house, one feels quite dwarfed*. And that’s purely because of the sheer size of the house. Massive would be an understatement. The name plate in Kannada, bold and big, reads Katta Subramanya Naidu. A policeman and a security guard greet me at the gate, expecting my arrival and lead me right in. As I wait in Naidu’s office, his staff and I exchange pleasantries, as they begin the day’s work. After a cup of coffee, a gentleman informs me that “sahibru” will be down in about 20 minutes. “He came late last night because of work, at…
