Bangalore’s only JDS MLA in for the fight

Who are the candidates in Chamarajpet? How has sitting MLA Zaheer Ahmed Khan performed in last five years? What are the problems in the constituency?

Chamarajpet constituency which is made up of Padarayanapura, Jagajivanaramnagar, Rayapuram, Chalavadipalya, K R Market, Chamrajapet and Azad Nagar wards falls under to General Category. According to a recent report, "Muslim voters who number nearly 65,000 of the total 1.74 lakh are the key. The next highest are the Tamils with about 25,000 votes. There are many other communities too that have between 6,000 and 15,000 votes."

Chamarajpet Assembly Constituency has 4 Women corporators. The wards are evenly split between BJP, INC and JDS with 2 corporators each.

It is interesting to note that while there were 214,874 registered voters during the 2008 elections, the number had gone down to 182,868 – a 14.9% decrease.

Residents face the usual issues of water and garbage, though the area includes relatively planned BDA layouts also. With scores of slums, many residents say housing is a key issue.

The sitting MLA and his record

B.Z. Zameer Ahmed Khan of the JD(S) is the sitting MLA. He won the 2008 elections with nearly 48% of the electorate voting for him.

A two time MLA who has studied up to 8th Standard and is a partner in National Travels, Zameer Ahmed Khan holds the distinction of being the only Muslim leader in JD(S) and the only JD(S) MLA from Bangalore. He unsuccessfully contested in the 2009 Parliamentary Elections.

Based on news reports, Khan seems to have undertaken the following activities in his term:

  • a mass marriage ceremony (for Muslims) during early 2009
  • Sponsoring 35 persons for the Haj pilgrimage during Oct 2012

He was also present for the reopening of Russell Market on 23 April 2012.

During the JD(S) reign, he was the Haj and Wakf Minister. He was one of the one of those named in the 2-lakh- crore Wakf board scam.

In Sep 2009, Althaf Khan, a rowdy sheeter-turned-politician, and a witness in the murder investigation of his brothers, alleged that the MLA was trying to kill him. The murder of JD(S) corporator Deewan Ali during January 2011 resulted in Zameer Ahmed Khan seeking additional security.

During February 2011, Zameer Ahmed Khan was chargesheeted for a Rs. 2.5 crore highway robbery which took place in October 2010. This amount allegedly belonged to Channapatna’s former MLA, M C Ashwath, who defected from the JD(S) to the BJP during the confidence motion in October. The chargesheet was later quashed by the HC after the complainant submitted that he had never filed a case against the legislator.

As a precursor to the Assembly elections, he along with his party leaders H D Deve Gowda and H D Kumaraswamy started wooing the Muslim vote bank as early as July 2012.

Zameer Ahmed Khan along with many others was involved in the pandemonium that prevailed in the House during different points of time during the past few years – be it while manhandling the then Speaker Yogish Bhat, during the Speaker’s election on 30 Dec 2009, or while creating a din in the House on 11 Oct 2010.

Five years ago Zameer Ahmed Khan had declared his assets to be worth Rs. 39.13 lakh. As of March 2013 he is worth Rs 9.45 crore, an increase of more than 20 times.

According to the Daksh Report, the MLA’s score is 5.2/10. During the current term, he asked just 7 questions in the assembly. According to an RTI filed by PRS, Zameer Ahmed Khan’s attendance in the assembly was just 37% (for the first 10 sessions).
