As part of the Solid Waste Management PIL, the High Court asked BBMP to setup the ward committees to help monitor SWM contracts etc.The question of ward committees came up in the case when talking about decentralisation and audits on waste management, says Ajesh Kumar Shankar, lawyer for the petitioner. “Currently no one knows about who clears the waste in a street in a ward, how much is billed for it, who gets paid etc. There is a requirement that an NGO or RWA in the area should sign the bill; contractors get away by ‘creating’ some groups who sign…

An Act that entrusts commoners with the authority to question the government and its actions. The only legislation that stipulates a response time of 30 days (48 hours in the case of human rights violations). A fairly inclusive law that was created with the involvement of social workers, ordinary people, non-governmental, community based and grassroots organizations. We learnt this and more during an invigorating session on the "Introduction to Right to Information Act" that lasted three hours and a half (an hour longer than originally planned) and left us hungry for more. Organized by the Indian Youth Climate Network (IYCN) in…

Heard that the Bruhat Bengaluru Mahanagara Palike (BBMP) has been spending thousands of crores of rupees on 'development' projects? And awarding contracts to various private consultants? But, who are they? Bangalore based Anti Corruption Forum (ACF - a group of social activists who have good experience and knowledge of the RTI Act and many other legislations) decided to find out. At the 5th RTI Clinic

Having missed the Right to Information (RTI) clinic in September, I was determined to participate in this edition. Despite the minimal participation, Bangalore's famous and seasoned RTI activists (and retired government employees) like Veeresh Bellur and Vikram Simha from Mahiti Hakku Adhyan Kendra (MHAK) and Anand S of Anti-Corruption Forum (ACF) continue to inspire us with their knowledge and enthusiasm. And, this may be impossible without the committed efforts of Bangalore based civil society organizations (CSO's) like South India Cell for Human Rights Education and Monitoring (SICHREM), Urban Research Centre (URC), Centre for Advocacy and Research (CFAR), OpenSpace and others…

At the end of a recent article headlined "A right to walk," Gurcharan Das suggested encouragingly that citizens can make a difference to city life if they really try. "The starting point is to extend your circle of concern beyond your front door (as Yudhishthira did in the Mahabharata when he insisted on taking a stray dog into heaven)," he wrote. "You will discover that municipalities do respond to citizen pressure if citizens are united and relentless." That's really great to know. But he has probably not dealt with the municipal authorities of Namma Bengaluru. It is not for want…

VIPs and citizens

VIPs continue to be stumbling blocks in the paths of ordinary citizens. My daughter and I had another brush with a V/VIP at HAL Airport on Friday (28 March) morning. This time it was Rahul Gandhi. There were no noticeable signs at the entrance to the road into the airport to let the public know that it was being cleared for a "VIP" to go the wrong way on it. But, half way down the road, we were brusquely waved to the side by a belligerent policeman so that the political convoy could whizz straight out from the tarmac. Clearly…
