P C Mohan is a first-time Lok Sabha MP who represents Bangalore Central constituency. The constituency comprises of Rajanjinagar, Chamrajpet, Gandhinagar, Shivajinagar, Shantinagar, Sarvagnanagar, C V Raman Nagar and Mahadevpaura assembly constituencies.
In the 2009 Lok Sabha election, Mohan (BJP) defeated H T Sangliana (INC) by over 35,000 votes. In the past, Mohan has been an MLA in the Karnataka Assembly on two occasions.
Mohan contested the Karnataka Assembly Elections in 2013 and lost by a significant margin. However, if the rumours in the party circle are to be believed, he is going to be given the BJP ticket for the Lok Sabha elections this time too.
The affidavits submitted by P C Mohan for the 2009 LS election and in 2013 assembly election do have something to say about him. He has seen much rise in his assets during the four years that he has been an MP. His total assets went up from Rs. 5 crores plus to Rs. 30 crores plus in a span of four years, including what appears to be significant increases in purchase of immovable properties around Bangalore.

MP Performance
P.C. Mohan’s attendance card reads fairly consistently, with over 70% attendance for 10 of the 15 sessions. However, in the Budget Sessions of 2013 and 2010, that percentage reduced significantly to 28% and 53% respectively. Mohan has been part of only five debates and that number is significantly less than the national and state average.
With respect to questions asked, Mohan comes pretty close to the national average, but is significantly lower than that of the number of questions asked by other Karnataka MPs. Like any other MP, he has asked questions which are of relevance to the development of his constituency and Karnataka, but also questions of a general nature. He also did not introduce any private member bill during his tenure as an MP.
MP in news
While the job of an MP is to raise issues at the national level, MPs also get involved with local issues. With respect to Mohan, here are some local issues that he has involved himself in.
Mandur Garbage crisis: One of the significant reasons why Mohan was in the news recently was when he decided to get involved in solving the garbage crisis that engulfed Bangalore in 2013. In January 2013, he was part of an official entourage which met with Mandur residents who were opposed to BBMP dumping Bangalore’s garbage in that village. Later on that year in August 2013, a news reportstated that the residents of Mandur went to meet Mohan and D B Chandre Gowda (sitting Bangalore MPs) regarding the issue.
Bangalore Metro meeting: Mohan was also part of a meeting between elected officials, BMRCL officials and citizens. This was a public meeting organised by Ananth Kumar to facilitate a conversation between BMRCL and citizens in whose areas the metro was coming up. While Ananth Kumar asked the residents to approach him with complaints if any regarding Metro, what Mohan told the residents in this regard hasn’t been reported by the media.
Balija Gathering: The Balija community which has a population of around 45 lakhs is one of the most socially and economically backward communities in the society. During a Balija gathering, Mohan said that social integration and being part of the mainstream was the only way by which the community can be empowered.

MPLAD funds utilization
P C Mohan has utilized close to 80% of the MPLAD funds allotted to him during the five years that he has been an MP. In terms of maximum money spent, ‘civic amenities’ are the largest account head, amounting to Rs.7 crore. Under this account head, construction of community/cultural centres is the most prominent item.
Mohan has also spent over Rs. 6.5 crore on education. This mainly includes the construction and repair of classrooms and school buildings all over his constituency.
In terms of maximum no of projects, ‘water’ account head tops with 67 projects. Water projects typically consist of providing funds to sink bore wells and providing pump sets. As per the MPLAD fund data for Mohan, the sinking of each bore well usually costed about Rs. 5 lakh.
The MP has also supplied health equipment to two hospitals with a total cost of Rs.116 lakh. Mohan has also funded the construction of ‘toilet complexes’ to the tune of Rs. 101 lakh.
